Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Immense energy is expended on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a capacity enabled by timely intelligence. From observation points, defense planes that had been deployed to intercept incoming guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Following this, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its destination.
With pauses, this continued until dawn. Kyiv faced the early updates: multiple fatalities, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a dependence that neighboring countries are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new initiative from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, no doubt, persist.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a premise well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its favour.
Current Realities
Objectively, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
